Project Overview
The NWEII TOC Policy Plan is one of five policy plans building on the foundation of prior efforts to
provide a robust plan, centered in community engagement and best practice, to deliver a tailored
approach for implementing a renewed community vision for the study area.
The geographic focus of this report extends from Peoria Avenue on the north, 35th Avenue on the
west, 19th Avenue on the east, and Butler Drive on the south. The study area excludes the area south
of Dunlap Avenue and east of 23rd Avenue, which was included in the 19North TOC District Policy
Plan. The study area comprises 2.73 square miles
The City of Phoenix - in collaboration with project partners, community stakeholders, and the Mayor and Council - will develop a TOD policy plan specific to the NWEII Study Area. This plan will serve to attract, guide, and prioritize strategic investments in infrastructure, housing, economic development, transportation, and other areas to realize a shared community vision for the future of the area. The NWEII study area supplements TOD implementation due to its amenities and opportunities for additional amenities within existing spaces, most notably the Metro Center area. The policy plan will be developed through three phases of planning:
PHASE 1 – WHO WE ARE (CURRENT STATE ASSESSMENT)
PHASE 2 – WHAT WE WANT (VISION FOR THE FUTURE)
PHASE 3 – HOW WE GET THERE (IMPLEMENTATION PLAN)
