Potential Program Expansion​

The Phoenix Street Transportation Department is developing a strategy to expand the city’s Shared Micromobilty Program​. The department is considering options to expand the program boundaries and vehicle inventory. Community input is needed to help make decisions about how to improve the program. To gather that feedback, a survey was available in English and Spanish from April 12 through July 26, 2024. A citywide virtual public meeting was held on October 23, 2023 at 6 p.m., during which department staff provided an update about the program. A video recording of that meeting can be viewed below and on YouTube.​ A survey through which the community was asked to provide input was available from October 18 through November 30, 2023. Thank you to those who participated. ​

Effective March 1, 2024, vendors will expand operation to 24 hours a day, seven days a week. The 24/7 schedule of operation will be done as a six-month pilot program, during which usage data and other metrics will be reviewed.​​

Program Overview

Phoenix launched its permanent Shared Micromobility Program in January 2023.

Program vendors Lime and Spin offer an inventory of e-scooters, e-bikes, traditional pedal bikes and adaptive vehicles.

Various vendors had operated e-scooters in downtown Phoenix since September 2019 as part of a city-managed pilot program. In December 2022, City Council authorized the Street Transportation Department to finalize an agreement with Lime and Spin to be the official vendors when the pilot program ended in January 2023.

The E-Scooter Pilot Program was popular with the community, with more than 330,000 trips logged.

• The program boundary has been expanded beyond the downtown area. The initial expansion offers an option to neighborhoods south and east of downtown. Future expansions will be considered.
• Effective March 1, 2024, vendors will expand operation to 24 hours a day, seven days a week. The 24/7 schedule of operation will be done as a six-month pilot program, during which usage data and other metrics will be reviewed.​ During the 24/7 pilot program, customers using the vehicles between 11 p.m. and 5 a.m. will be required to take a late-night rider reaction test available through each respective vendor’s app.
• The no-ride zones will remain and extend to the Capitol Mall area and all city parks within the program boundary. Riders will be notified when they have entered a no-ride zone and motorized micromobility vehicles will be disabled until the rider leaves the no-ride zone.
• Vendors offer options for individuals with disabilities. Visit Lime or Spin to request an adaptive micromobility vehicle, which meet various needs.
  
• Each vendor will be allowed to deploy up to 1,500 vehicles for a total of 3,000 within the program boundary. At least 20 percent of their fleet must be a mix of traditional bikes and e-bikes.
• The city has designated areas within the program boundary as Equity Zones, where historical disinvestment has resulted in a lack of transportation and economic opportunity. The vendors will be required to deploy 15 percent of their fleet within Equity Zones. Discounted rates will automatically apply for trips beginning in Equity Zones.
