​​​​​​​​​Twice annually, the Phoenix Street Transportation Department does a comprehensive review of Phoenix City Code, Section 36-158, Schedul​e I - Local Speed Limits. On October 16, 2024, the Transportation, Infrastructure, and Planning Subcommittee recommended City Council approval of record keeping and local speed limit changes at the 17 locations summarized below.​​​​​​ City Council will vote on the recommended changes at the October 30, 2024, Council meeting. ​Legal speed limits are established by law (in Arizona) and may be changed when justified on the basis of a traffic investigation and engineering judgement. When setting a speed limit, the City and other agencies typically consider a range of factors such as: pedestrian and bicyclist activity, crash history, land use context, intersection spacing, driveway density, road geometry, roadside conditions, roadway classification, traffic volume, and observed speeds.
