    Current Water Rates

    Phoenix Water is working on numerous water related projects to ensure all customers will have access to safe, clean and reliable drinking water for generations to come. These improvements will help keep water moving to homes and businesses even during water shortages along the Colorado River.

    ​​The water rates in Phoenix have three main components: the monthly fixed service charge, volume (usage) charges and environmental charges. ​

    Below is a link to the current rate schedule, effective March 1, 2025. 

    Monthly Service Charge

    The fixed monthly service charge now includes five (5) units of water (3,740 gallons) each month during the period from October through May, and eight (8) units of water (5,984 gallons) during the period from June through September. The service charge varies depending upon your meter size and whether you receive service inside or outside the city. Below is the service charge schedule for the rates effective October 1, 2023. All charges are subject to applicable sales taxes. The service charge did not change in March 2025.

    Water Volume Charges 

    Volume charges vary with the seasons and are assessed on water usage above the allowance amount included in the fixed monthly service charge. The amount a customer is charged for volume is based on metered consumption, and also varies depending upon whether you receive service inside or outside the city. The volume charge is highest in the summer months (June, July, August, and September) lowest in the winter months (December, January, February and March) and are priced in between during spring and fall months (April, May, October, and November). Below is the volume charge schedule for the rates effective March 1, 2025.

    These rates include a raw water charge of 0.81 inside the city and 1.22 outside the city.​​

    Environmental Charges 

    Environmental charges are assessed on each unit used and vary depending upon whether you receive service inside or outside the city. Environmental charges are levied as part of the cost to implement unfunded regulations created by the U.S. Environmental Protection Agency, the Arizona Department of Environmental Quality, or the Maricopa County Department of Environmental Services. Below is the environmental charge schedule for the rates effective October 1, 2023.

    Learn How to Reduce your Monthly Water Charges

    • Limit your water usage to the allowance amount in the monthly base fee to reduce your costs. The monthly residential water base fee of $4.64 for customers with a 5/8" meter includes five (5) units (3,740 gallons) of water monthly from October through May and eight (8) units (5,984 gallons) from June through September. If you use this amount or less, volume charges will not apply; however, environmental charges are assessed to all consumption. 
    • Use low water use plants and drip irrigation to reduce your water consumption. About 50% of water used in a typical residential home is for outdoor landscaping or swimming pools.
    • Reduce your consumption in January, February and March of each year and you could reduce your annual​ sewer costs. Your monthly sewer charge is calculated on your water usage in those months.​​​

    Current Sewer Rates

    Your monthly sewer charge is based on a calculation of  a percentage of the average water usage for the January through March billing cycle reflected on your city services bill.

    Learn How to Reduce your Monthly Sewer Charge

    The best way to lower your monthly sewer charge is to use less water during January through March. To learn about ways to use less water, indoors and outdoors, visit our Conservation Solutions website. 

    Preventing an Increased Sewer Fee Due to Water Leaks 

    Preventing a higher sewer fee due to a significant water leak is a good reason to request a sewer fee review. Significant leaks, indoor and outdoor, can cause a spike in water usage, and if that happens during the first three months of the year, your sewer fee will increase. Keeping an eye on your water usage on your monthly bill will show you when those increases are impacting you water fee, and consequently, your future sewer fee. Many people will fix their leaks, but did not know they can have their sewer fee adjusted. If you know you had a leak during the first three months of the year, then you can submit a Sewer Fee Review online or download the form​.​

    For Swimming Pool Owners

    ​If you own and maintain a swimming pool, another way to lower your sewer and your water charges when you refill the pool, is to do so when the water rates are at their lowest. If you do refill the pool during the months of January, February or March billing cycles, please visit MyPHX311, select "Submit Documents - City Services Bill​" and select "Sewer Fee Review" from the pull down menu and fill out the online form.  Please note, any attachments must be in non-editable format such as PDF.  Photographs or screen-captures of documents are not acceptable. If you cannot use the online system, download the form here ​and submit it by mail. ​The sewer appeal process for 2025 is now open. Please note that the 2025 sewer appeal is for the January, February and March 2025 billing cycle.  Sewer adjustments cannot be made for prior years.​
