Phoenix Offers Financial Incentives to Residents to Help Conserve Water
Phoenix Water is launching new programs to promote water conservation and help our customers save money while making the most of the resources available, preserving water for future generations. High-efficiency appliances and fixtures contribute to the City’s overall water conservation goals by offering a low-effort, accessible solution. These items can significantly reduce indoor and outdoor water usage; all you need to do is make the switch.
Water Savings Can Be Beneficial to Residents and the City
Residents can expect each new toilet and irrigation controller to save approximately 10,000 gallons per year, a substantial savings in water and money over the lifetime of the products.
Household Devices For Which We are Offering Financial Incentives
Water-Efficient Toilets
Receive up to $75 for the purchase and installation of a new EPA WaterSense-labeled toilet of 1.28 Gallons Per Flush (GPF) or less. For more information about which toilets qualify, check out the WaterSense Labeled Toilet,

Smart Irrigation Controller
Receive up to $75 for the purchase and installation of an EPA WaterSense-labeled smart irrigation controller. For more informationabout which smart irrigation controllers qualify for the incentive,

How to Qualify
City of Phoenix water utility customers who live in single-family homes qualify to participate in this program. Renters who live in single-family homes may participate, but they must provide a letter from their landlord showing the work was authorized.
Please ensure you review the eligibility requirements before you purchase and install a product.
Incentive Application Process and Information to be Submitted
Apply for the incentives through
myPHX311. If you do not have an account, you can create one or use the platform as a guest using your City Services Bill information.
Applicants must provide the following items:
Water-Efficient Toilet Up to $75 Incentive

- Photo or copy of the receipt for the toilet(s). Handwritten receipts are not acceptable. Receipt must be within the last 60 days.
- Photo of old toilet with the gallons per flush (gpf) language (typically located inside the toilet tank – check out this tutorial for finding the gpf). Old toilet must be 3 gallons per flush or greater.
- Photo of new toilet installed.
- Provide make and model of new toilet–must match the receipt and be on the EPA WaterSense list of approved toilets.
- Renters must include a letter of approval from their landlord.

- Photo of old irrigation controller, model number and manufacturer name. Old irrigation controller must be a standard controller without smart technology capabilities.
- Provide make and model of new irrigation controller–must match the receipt and be on the EPA WaterSense list of approved smart irrigation controllers.
- Renters must include a letter of approval from their landlord.

Submit all documents through the MyPHX311 Submit Documents Site. Use the "Request Type" pull down menu at the top of that page and find the
Toilet Incentive menu item or the
Smart Irrigation Controller Incentive menu item, then use that page to upload your documents.
The W9 and Affidavit of Lawful Presence documents must be in PDF format. We cannot accept .jpeg file types of those two documents. Products must be purchased within 60 days of the application date. Applications will be accepted on a first-come, first-serve basis while funding lasts.
Limit of two toilets per premise, and one smart irrigation controller per premise within 10 years. Incentives for toilets and smart irrigation controllers can be combined.
How Funds will be dispersed
Applicants will receive the incentive in the form of a check. Checks will be mailed to the account on file for your City Services Bill. Please allow up to 90 days to receive the check.
