Background

In 2022, the City Council approved two pilot projects to address community safety through a multidepartment, collaborative manner leveraging technology as well as community-based resources. The Neighborhood Services, Police, Street Transportation, and Parks and Recreation departments, along with the Office of Homeless Solutions, Public Health Adviser, and Prosecutor’s Office, are working together to improve the safety and quality of life along 27th Avenue, adjacent to the I-17, and along Hatcher Road in west Sunnyslope. In the Fiscal Year 2022-23 budget, a second phase was approved and includes focus areas along 19th Avenue adjacent to the I-17.

 

Mission

A City Manager's Office coordinated multi-department effort to enhance public safety within the defined Community Safety Plan areas.
 

Goals

  1. Improve the perceived safety of area residents, businesses, patrons and students.

  2. Improve processes for outreach and referrals for those seeking services.

  3. Reduce the incidents impacting community safety.

Strategies

Safety of Public Spaces

Build and maintain relationships with residents, businesses, and stakeholders to improve the safety around buildings and public spaces.

Interventions:

  • Work with the community to identify an on-going list of top properties for code compliance.

  • Identify potential alleys, as appropriate, to recommend further expansion of the Gated Alley Program.

  • Coordinate with area partners to conduct community cleanups along the corridors.

  • Add the focus areas to the PHX C.A.R.E.S “hot spot" list for more weekly, proactive outreach efforts.

  • Install additional lighting in the I-17 underpasses.

  • Monitor and address criminal activity at bus stops and review bus stop cleaning activities, signage, and amenities.

  • Collaborate with community initiatives and developments along the corridors to create and maintain safe public spaces. 

Access to Services

Increased coordination of outreach services to residents experiencing homelessness, mental/behavioral health issues, and/or those victimized by human trafficking and improve referrals to health and social services.

Interventions:

  • Identify and work with local partners to identify ways they can support the City's efforts to address drug related and other social issues

  • Increase naloxone access/FTS.

  • Increase mental health screening and outreach.

  • Improve harm reduction, access to treatments, outreach, and education. 

Education and Prevention

Proactively address community issues and concerns by providing the community with information on resources and services and actively working with the community to identify solutions and inform the service approach.

Interventions:

  • Promote and educate property owners on Authority to Arrest and proper signage for private properties.

  • Promote Crime Prevention Through Environmental Design (CPTED) principles with community members, groups and businesses to enhance neighborhood safety.

  • Conduct CPTED audits within focus areas and ensure staff assigned to the areas are properly trained in CPTED principles.

  • Conduct proactive monthly common blight inspections, graffiti, and shopping cart removals.

  • Provide presentations to community organizations and schools.

  • Establish Community Committees to meet with City staff to provide on-going feedback and input on the implementation of the Community Safety Plans.

  • Identify vacant buildings and ensure they are secured to City specifications. 

Crime Detection and Response

Reduce violent crime and quality of life offenses through the Phoenix Police Department's use of Real Time Operations Centers in conjunction with field operations and criminal investigations.

Interventions:

  • Utilize portable technology solutions including gunshot detection capabilities*, mobile license plate readers and temporarily installed fixed cameras in conjunction with Police Department field operations.

  • Provide increased undercover operations to include narcotics, human trafficking, and the Neighborhood Engagement Team.

  • Introducing bike-mounted officers and police assistants.

  • Work with the City's Human Trafficking Task Force and community partners to identify and implement victim-centric solutions to prostitution.

  • Dedicate Community Prosecution staff to work with law enforcement, other City departments, and the community to provide resources and education in the administration of justice.

  • Identify opportunities for additional enforcement tools like Drug-free zones near schools.

  • City Departments will employ a coordinated approach to address properties with blight and zoning issues that are contributing to the overall identified crime that is having a negative impact in the area.

Performance Measurements

The City is collaborating with Arizona State University (ASU) to study the areas pre- and post-intervention. The success of the initiative will be measured through desired outcomes and outcome measurements established by ASU through feedback from the City departments and the Community Committees. Examples of data collected and measured could include:

  • Calls for police service in focus areas;

  • Types of calls for police service in focus areas;

  • Resident/merchant perceptions of problems in focus areas;

  • Referrals of individuals-in-need to social services and uptake of those referrals;

  • Reduction in drug crimes;

  • Reduction in overdoses; and

  • Reduction in violent crime.
