City of Phoenix Announces David Mathews as Deputy City Manager

Phoenix City Manager Jeff Barton announced the selection of David Mathews as Deputy City Manager​ effective March 31, 2025. David currently serves as the City’s Human Resources Director. This appointment follows last month’s promotion of Inger Erickson to Assistant City Manager and completes the City’s executive leadership team.

“As Human Resources Director, David’s leadership allowed the City to remain agile and compete for top talent, despite a challenging job market,” said City Manager Jeff Barton. “I am confident David’s innovative strategies will continue to strengthen the organization in his new role.”

Mathews has served as Phoenix’s Human Resources Director since 2021. During his tenure, the City successfully implemented a Class and Compensation study, which aligned pay structures with market trends, decreased vacancy rates, and increased employee retention. David has also played a key leadership role in navigating the complexities of the labor market, introducing additional benefits for employees and refining human resources processes.

Prior to serving as the Human Resources Director, David was the Assistant Director, playing an integral role to the City’s pandemic response. Additionally, Mathews held other management roles within the Human Resources Department including Deputy Director and Human Resources Supervisor overseeing safety programs.

Before joining the City of Phoenix 11 years ago, Mathews was a Director of Risk and Safety for a regional industrial and textile company.

The City of Phoenix will conduct an internal recruitment process to appoint an interim Human Resources Director soon.
