Application for the Pathways to Removing Obstacles to Housing (PRO Housing) Grant
The City of Phoenix Housing Department, in collaboration with the Planning and Development Department, has applied for the FY24 Pathways to Removing Obstacles to Housing (PRO Housing) funding opportunity through the U.S. Department of Housing and Urban Development (HUD). The City has requested the maximum award of $7 million in funding. Proposed activities included in the application would focus on affordable housing plan review and permit fee assistance, affordable housing gap financing for the development of city-owned property in addition to an affordable housing feasibility assessment. This supports the Housing Phoenix Plan's goal of creating or preserving affordable housing opportunities.
The application deadline was October 15, 2024, and award announcements are expected in early 2025. If awarded this page will be updated with further information on the City's grant activities.
Background
The PRO Housing Grant is designed to identify and remove barriers to affordable housing production and preservation. HUD has allocated $100 million in competitive grant funding that will be distributed to approximately 30 awards nationwide, which are available to local and state governments, nonprofit entities, and multijurisdictional entities.

Community Input
Members of the public had the opportunity to provide comments on the application before it was submitted to HUD. Public comments were accepted for a 15-day comment period from September 26, 2024, through October 10, 2024, at 5:00 p.m. .
