​​​​Application for the Pathways to Removing Obstacles to Housing (PRO Housing) Grant​

The City of Phoenix Housing Department, in collaboration with the Planning and Development Department, is submitting an application for the FY24 Pathways to Removing Obstacles Housing (PRO Housing) funding opportunity through the U.S. Department of Housing and Urban Development (HUD). The PRO Housing Grant is designed to identify and remove barriers to affordable housing production and preservation. HUD has allocated $100 million in competitive grant funding that will be distributed to approximately 30 awards nationwide, which are available to local and state governments, nonprofit entities, and multijurisdictional entities. Award announcements are expected early 2025. More information can be found at the grant website.

The City is applying to request up to the maximum award of $7 million in funding. Proposed activities included in the application would focus on affordable housing plan review and permit fee reduction, affordable housing gap financing for development of city-owned property in addition to an affordable housing feasibility assessment. This supports the Housing Phoenix Plan’s goal of creating or preserving affordable housing opportunities.​




Community Input

Members of the public will have the opportunity to provide comments on the application before it is submitted to the U.S. Department of Housing and Urban Development.

The draft application can be viewed here.​ Public comments on the application will be accepted until Thursday, October 10, 2024, at 5:00 p.m. During this 15-day public comment period, comments may be submitted to housing@phoenix.gov (subject line “PRO Housing Grant Application Comment”) or hand-delivered during business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m.) to City of Phoenix Housing Department, Attention: PRO Housing Grant, 251 W. Washington Street, 4th Fl., Phoenix, AZ 85003. Comments may also be provided at a public meeting scheduled for Wednesday, October 2, 2024. Public meeting details are listed below.​
