​About the Project

The purpose of this project is to determine which streets are the best routes for pedestrians, or people using bicycles, scooters, wheelchairs and other mobility devices to safely, conveniently and comfortably travel to and between downtown destinations, including connections to other City of Phoenix projects along 3rd Street. 

The study will recommend active transportation and safety improvements on the recommended street(s). The study results and recommendations will synchronize with the T2050 Mobility Improvements Program, Road Safety Action Plan, Downtown Parking Study, Transit Oriented Development (TOD) Strategic Policy Framework, and Walkable Urban Code. 

Recommended routes could create connections to the 3rd Street Rio Salado to Lincoln Street Bike-Ped​estrian, 3rd Street Promenade, and Durango Street Mobility LID projects.

Goals of the Project

The goals include evaluating and recommending efficient and safe north-south active transportation routes, and 30 percent facility design for the necessary infrastructure in the area between Central Avenue, Roosevelt Street, 7th Street and Lincoln Street.

Pre-recorded Public Presentation

​A video of the pre-recorded presentation that was published on January 30, 2023 is viewable via YouTube to help inform the community about the project, its impact and its purpose. A survey was conducted and those results are being used to inform the next stage of the planning project.

The study is defined by the area bounded by Central Avenue, 7th Street, Lincoln Street and Roosevelt Street.
