Phoenix City Code 23-14 requires a permit for work performed after-hours (7 p.m. to 6 a.m. from May 1 through September 30, and 7 p.m. to 7 a.m. from October 1 through April 30). Work of any kind in the city ROW that will cause noise levels to be higher than a minimal level (such as non-powered hand tools) will require written application and approval from the Street Transportation Department and concurrence from the Phoenix City Council Office(s) within the project limits.
The application and approval process is as follows:
Completed application form and associated supplemental materials (Link) to be submitted to the Street Transportation Department at Nichol.Shrum@phoenix.gov.
Initial review time averages 1-3 working days.
If submitted application materials are found to be complete and granting the after-hours work in the ROW appears warranted and in the best interests of the public, the application materials will be forwarded by the Street Transportation Department Representative to the appropriate Phoenix City Council Office(s) for further review and concurrence (usually completed within 1 to 3 working days).
