To participate in the pilot program and its extension, e-scooter companies must be granted a permit from the City of Phoenix Street Transportation Department. The window for vendor applications is now closed. The City of Phoenix is no longer accepting applications for e-scooter company permits.

Vendor Requirements
Create and demonstrate a customized app with geo-fencing technology to meet the requirements of the Phoenix Pilot Program including its boundaries, no ride zones and parking requirements.
Submit a thorough and Phoenix-specific Safety and Ridership Education Plan.
Vendors must respond to all reports of misplaced scooters within two hours. If a response takes longer than two hours, vendors will be charged a fine by the city.
All e-scooters must be equipped with front and back lights for visibility.
E-scooters must be limited to a maximum speed of 15 miles per hour.
There will be a maximum limit of scooters per vendor available at any given time during the pilot program - this number can adjust between 300-900 and will be determined by the Street Transportation Department.
Provide an operational plan that addresses special downtown events (5,000+ attendees).
Vendors may leave scooters in the public right-of-way overnight so long as they are parked correctly in a designated parking location and non-operable.
Vendors must park in a legal parking space during the pick-up and drop-off of scooters. Scooters can only be in operation between 5 a.m. and midnight.
