    About ITS

    Information Technology Services (ITS) is the enterprise technology service provider and business partner to 41 city departments and functions delivering outstanding public services to 1.7 million residents. Every day, ITS implements, manages, and maintains City of Phoenix technologies to include servers and storage, identity management and email, network and unified communications, public safety radio systems, cyber security, as well as enterprise web applications and databases to support the technology needs of 16,000 employees. When city employees require IT assistance, ITS is their one stop shop for providing IT call center and in-person assistance. In addition, ITS leads the city’s data privacy program, IT strategic planning, and IT project management, among other things.

    Deliver secure, responsible, sustainable, and flexible IT services, solutions, and governance for the city of Phoenix.

    Guided by a commitment to innovation and security, the ITS department is led by the Chief Information Officer (CIO),  Steen Hambric, who oversees citywide IT strategy, initiatives, and operations. ITS also provides federated IT leadership for critical city services, including Aviation, Water Services, Police, and Fire. Working closely with city leadership—including the Mayor, Council, and the City Manager’s Office—ITS is dedicated to enhancing digital access for residents and employees, strengthening cybersecurity, improving IT service delivery, and ensuring responsible oversight of IT investments.

    ITS Organization

    With a team of over 225 professionals, ITS is structured into six specialized divisions:

          •     Business Operations – Oversees IT infrastructure, networks, data storage, data centers, telecommunications, radio communications, identity management, email, and IT service management

          •     Business Solutions – Manages enterprise applications, geographical information systems (GIS), business intelligence, databases, customer relationship management (CRM), AI initiatives, quality assurance (QA), and Program Management Office (PMO)

          •     Information Security – Protects city data and infrastructure from cyber threats through robust security operations, security engineering and architecture, and cyber strategy and planning

          •     Strategic Services – Leads IT strategic planning and business relationship management (BRM)

          •     Data Privacy – Ensures compliance with data privacy policies and procedures across the City

          •     Management Services – Provides support services to include financial and contract oversight for ITS

    Additionally, ITS includes four federated Assistant CIOs who lead the IT divisions within Aviation, Fire, Police, and Water Services—ensuring technology solutions align with each department’s unique needs.

    Through its expert team and strategic initiatives, ITS remains dedicated to advancing Phoenix’s technology landscape, safeguarding city data, and enhancing digital services for both residents and employees.
