    City of Phoenix Privacy Mission Statement

    The Data Privacy Office of the City of Phoenix is committed to protecting the privacy and personal information of the City’s citizens and employees through our privacy program.  The Privacy Program provides accountability to the City’s residents and employees in its collection, data processing, including data use, storage, retention and destruction. We strive to ensure compliance with all applicable laws and regulations, safeguard data, and foster a culture of privacy awareness among our employees, build trust with our community by responsibly managing personal information, minimizing risks, and promoting accountability in our data practices.

    Privacy Policy

    The City of Phoenix (the “City”) has developed this Privacy Policy to help you understand your privacy choices and explain how we may collect, retain, use, process, share and transfer your personal data when you visit our websites, use City services, enroll in City programs, request information, contact us via email and telephone, or visit us in person at City offices.

    What is personal information?

    “Personal information”, “Personal data”, or "PII" means any information relating to an identified or identifiable natural person. An identifiable person is one who can be identified, directly or indirectly — in particular, by reference to an identification number or to one or more factors specific to his or her physical, physiological, mental, economic, cultural or social identity.

    “Sensitive personal information” is personal data of which the sensitivity level has been assessed and classified, indicating potential severe impact on an individual when confidentiality of such data is breached.

    What information do we collect?

    We may collect personal information that you voluntarily provide us when you express an interest in obtaining information about the City, programs, services, activities or events, or when you contact us regarding questions or concerns.

    Personal Information Provided by You

    The City collects Personal Information about you in connection with many of our services, with the goal of improving our service to you and providing you with the best possible experience. When using our websites, mobile applications or visiting City offices, you may be prompted to make an account which may hold personal data such as name, mailing address, email address, or credit card information. When contacting the City you may be required to submit contact information. When communicating with the City, all communications will be transmitted and stored by us. To be clear, you may be providing personal information when: i) communicating with the City via phone calls, chats, emails, web forms, social media, and other methods of communication; ii) subscribing to informational materials related to the City’s programs, services, or events; or iii) applying for a job.

    The City may collect and process the following information:

    • Your name and other personally identifying information
    • Demographic information (such as race/ethnicity, gender, income status, preferred language, etc.)
    • Contact information (such as email address, telephone number, home address, etc.)
    • Communication preferences and details
    • Login and authentication information
    • Online activity and profile information
    • Information about the device(s) you use
    • Information about service usage
    • Cookies
    • Social media information
    • Date of birth
    • Copy of identification document
    • Subscription preferences
    • Financial information (bank account, credit or debit card numbers, billing information, payment history, tax payments, program memberships and City-related registrations)
    • Health Information (emergency medical condition, heart rate, blood pressure, etc.)
    • Location information
    • Images (graphic, video and audio)
    • Any other information you upload or provide to us.

    The information that you provide will be used only for the purpose of conducting City Business.  We will not enroll you in any program or provide you with any service without your consent.  It is your choice to provide your personal information. However, if you decide not to provide your personal information or withdraw permission to use it (where applicable), you may not be able to access City services, programs, websites or applications.

    Information automatically collected

    Website and Digital Properties Information - We automatically collect certain information when you visit, use, or navigate the City website, or mobile app Phx311. This information does not reveal your specific identity. This information is used to improve your online experience, provide personalized content, maintain the security and operation of City services, diagnose and fix technology issues, and for our internal analytics and reporting purposes

    The information we may collect includes the following:

    Location Data - We collect location data, such as information about your device's location, which can be precise or imprecise. How much information we collect depends on the type and settings of the device you use to access the Services. You can opt out of allowing us to collect this information by refusing access or disabling your Location setting on your device. However, if you opt-out, you may not be able to use certain aspects of the Services.

    Do we use cookies?

    We may use cookies to collect and store your information.  A cookie is a small text file that websites store on your computer to track your activity. The personal information a cookie contains is information you supply yourself. Cookies may track user traffic patterns, recognize your computer's browser when you return, and provide personalized content without requiring sign-in. You can refuse cookies by turning them off in your browser. However, they may be required to use some of the functionality on the City's website.

    How do we process your information?

    We process your personal information for a variety of reasons and depending on how you interact with our Services, including:

    • To fulfill and process payments for City services, programs and events
    • To determine eligibility to receive or participate in City programs and services
    • To provide emergency response services
    • For City Monitoring and Planning such as, infrastructure planning, traffic monitoring and to secure public areas and facilities
    • To maintain Public Safety, for example traffic violation enforcement, criminal investigations and prosecutions, and dispatching first responders for emergency response
    • To secure our Services, including fraud monitoring and prevention
    • To identify usage trends, to understand how you use our services and how we can improve them
    • To provide service, program and event promotional campaigns that are most relevant to you and determine their effectiveness

    When and with whom do we share your personal information?

    We may need to share your personal information in the following situations:

    • Service providers and vendors who provide services such as payment processing, order fulfillment, customer service, auditing, and IT services
    • Third party security providers to help prevent and detect fraud, security or technical issues, or illegal activity
    • With trusted third-party service providers who assist us with providing our services to you
    • Our auditors, consultants, accountants, attorneys and others providing advice to us
    • Payment processors
    • Any other person or entity we reasonably think is customary, necessary or advisable for the business purposes disclosed in our Privacy Policy or to whom we are obliged by applicable law or regulation to make the disclosure
    • Any other party where we have obtained your consent or authorization
    • We will occasionally share this information with other nonprofit organizations or governmental entities, where required

    The City does not ever sell your personal information.

    What are your privacy rights?

    Unless otherwise prohibited by state or federal law, rule or regulation you will be granted the ability to access and correct any personally identifiable information. We will take reasonable steps to verify your identity before granting you access to review or make corrections.  Each City service that collects personal information will allow for review and update of that information.

    Withdrawing your consent:

    If we rely on your consent to process your personal information, which may be express and/or implied consent, depending on the applicable law, you have the right to withdraw your consent at any time.

    How long do we keep your information?

    We will only keep your personal information for as long as it is necessary for the purposes set out in this privacy policy and the City Clerk of Phoenix’s retention guidelines, unless a longer retention period is required or permitted by law (such as tax, accounting, or other legal requirements).

    How do we keep your information safe?

    We have implemented administrative, technical and organizational security measures according to industry best practices, designed to protect the security of any personal information we process.

    How can you review, update, or delete the data we collect from you?

    To request to review, update, or delete your personal information, get in touch with us at privacy@phoenix.gov.

    As a governmental entity the City is subject to Arizona Public Records Law, which defines how records should be managed. Further, almost all information that government entities, including cities, collect are subject to public disclosure requests. This ensures that the public can find out what information has been collected about them and provide a way to know more about how our government operates.

    Do we make updates to this notice?

    If updates are made, the updated version will be indicated by an updated "Revised" date, and the updated version will be effective as soon as it is made publicly accessible. We encourage you to review this privacy notice frequently to be informed of how we are protecting your information.
