    Housing Repairs and Rehabilitation Programs

Neighborhood Services' Housing Rehabilitation Programs improve the health and safety of homes by repairing vital home systems, such as plumbing, electrical and structural systems of eligible homes. NSD also aims to make homes more energy-efficient and to address property violations through its other programs.

To be considered for Home Repairs Program, a residential property must be located within the city Phoenix boundaries and must meet income requirements. A complete household assessment must be completed to see if a property qualifies. The household income eligibility (as of May 1, 2024) is dictated by the Department of Housing and Urban Development (HUD).

Other Housing Rehabilitation Programs available include the Weatherization Program and Lead Safe Phoenix.

Once a household assessment has been completed, staff will evaluate the needs and assign staff to further assess the property in-person.

NSD works with eligible contractors to complete any home repairs approved through the home rehabilitation programs. If you are a contractor interested in bidding on City of Phoenix-managed housing rehabilitation projects or would like to know the most recent bidding results, please click on the links below for more information. Program staff is available to answer questions regarding the approval process and how to receive bids.
