Net-Positive Buildings and Sustainable Urban Development
By 2050, all new buildings in Phoenix will be net-positive in terms of energy and materials, meaning they will generate more energy than they consume. This will be achieved through passive design principles, such as highly insulated wall assemblies and on-site renewable energy systems. Some buildings already meet this standard today, including those certified under the Living Building Challenge 3.0.
Creating Vibrant, Walkable Communities
At the community level, Phoenix aims to establish fifteen vibrant, compact, and complete centers, where residents can live, work, and play within walking distance. These centers will provide essential services locally, reducing the need for car travel and fostering sustainable, walkable neighborhoods.
Walkable Urban (WU) Code
The Walkable Urban (WU) Code—outlined in Chapter 13 of the City of Phoenix Zoning Ordinance—regulates development near light rail stations to promote pedestrian-friendly, transit-oriented communities. This code is intended to replace existing zoning regulations for properties within the Interim Transit-Oriented Zoning Overlay Districts (TOD-1 and TOD-2, Sections 662 & 663 of the Zoning Ordinance), ensuring a more sustainable and connected urban landscape.
