How do I obtain a License?
The City and State applications for off-track betting in the City of Phoenix must be submitted directly to the City of Phoenix, City Clerk Department, License Services Office located at 200 W. Washington St., 1st floor, Phoenix, AZ 85003. The City of Phoenix makes a recommendation to the Arizona Department of Racing on whether a License for a location in Phoenix should be granted or not. *The Arizona Department of Racing issues all off-track betting licenses. Once the City of Phoenix completes the application review/approval, the state requires additional review/approval time for off-track betting licenses.
