Phoenix Mayor and City Council voted unanimously in May 2023 for the City of Phoenix to move forward with the implementation of a multi-year classification and compensation study. The results from this study move the City one step closer to its goal of becoming Arizona’s premier public sector employer.
The City began the class and comp study to not only ensure that job classifications and pay structures are aligned with the local municipal market, but to also make the City’s pay ranges a local market leader. Setting market-leading pay ranges demonstrates the value the City places on its employees and the community they serve.
On August 7, 2023, Human Resources Department staff moved 10,000+ employees into a new pay structure. This included all City classifications except sworn police – which had been moved in 2022.
The City understands that the results of the class and comp study may need adjustments after implementation. Human Resources staff are working diligently with department heads on specific department needs.
