    Critical Incident Briefing - February 12, 2025 - 2400 S Higley Rd.

    The Phoenix Police Department has released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on February 12, 2025,inside the city of Gilbert, Arizona.

    This incident originated at a Phoenix hotel in the area of 1200 North 53rd Avenue around 5:43 p.m. An emergency 9-1-1 call was placed by a witness who saw a man forcing a woman into a truck at gun point prior to him driving away.

    Officers from the Maryvale/Estrella Mountain Precinct responded and began gathering information to identify and locate both the man and woman.

    Several hours into the investigation officers with the Neighborhood Enforcement Team, commonly referred to as NET officers, located the female victim and suspect in Mesa, Arizona.

    NET officers along with officers from the Special Assignments Unit, known as SAU officers, drove to Mesa where the suspect’s truck was located near Southern Avenue and Dobson Road.

    Officers watched the truck and followed it into Gilbert, Arizona. While the truck was south on Higley Road passing Williams Field Road, officers attempted to immobilize the truck but were not successful.

    The truck made a U-turn on Higley Road and the man began to shoot at officers striking one of the vehicles.

    SAU officers used their vehicles to force the man’s truck to a stop. Four SAU officers approached the truck and fired their duty weapons striking the man.

    The woman was removed from the truck and was found to be suffering from a gunshot wound. It was later determined, the gunshot injury was caused by the male suspect and that the two knew each other.

    Members of SAU provided lifesaving care on scene before she was taken to the hospital with life-threatening injuries.

    The man involved was taken to the hospital and later died of his injuries.

    All four of the officers involved in this shooting are members of SAU and have between 6 and 31 years of service with the Phoenix Police Department.

    This incident is the subject of a criminal investigation to be reviewed by the Maricopa County Attorney’s Office.

    It is also the subject of an administrative investigation.

    Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.
