    Critical Incident Briefing - February 19, 2025 - 6600 S. 16th Ave

    The Phoenix Police Department has released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on February 19, 2025.

    This incident happened in the neighborhood of 15th Avenue and Vineyard Road when a patrol officer from the South Mountain Precinct saw a truck driving at a high rate of speed.

    As the officer caught up to the truck, he attempted a traffic stop. The man driving got out of the car and ran into the neighborhood leaving the truck in motion as it went towards a house.

    The officer made sure the truck stopped rolling and called additional officers to set up a perimeter in the area.

    K-9 officers conducted a systematic search of the neighborhood. Officers were alerted to a large recycling bin on the side of a house. Realizing someone was hiding inside the bin, officers began negotiating with the man to get out. The man continued to be unresponsive until pepper balls were introduced at which time the man lifted the recycling bin lid and showed his foot. 

    Officers tried to talk the man out for about five minutes during which time both pepper balls and a 40 mm less-lethal launcher were used to try to get the person to surrender. 

    After the less lethal tools, the man in the bin stuck his arm out holding a handgun and fired one shot in the direction of officers. Two officers responded by shooting back and hitting the man.

    Phoenix Fire responded and declared the man dead.    

    The two officers involved in this shooting have between 7 and 8 years of service with the Phoenix Police Department.

    This incident is the subject of a criminal investigation to be reviewed by the Maricopa County Attorney's Office.

    It is also the subject of an administrative investigation.

    Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.
