Parks Services Permits

Background

On May 6, 2026, the Phoenix City Council approved the Medical Treatment and Food Distribution in Parks Ordinance (G-7514), which requires individuals and organizations to obtain a Parks Services Permit to hold medical treatment and food distribution events in Phoenix parks. 

When a Permit is Required:

  • Providing medical treatment to someone who is not a family member or person in your care. 
    • "Medical Treatment" is defined as any act that involves the use of needles, syringes, other medical sharps, or produces medical waste as defined by A.R.S. 49-701(32), including but not limited to bandages and dressings. 
  • Distributing food to the general public for free or a nominal cost.
    • "Food Distribution Event" is defined as a gathering conducted by a private individual or organization, for charitable or similar humanitarian purposes, at a park, that is planned, organized, or conducted to distribute food to any member of the general public at no cost or for a nominal charge.

 

When a Permit is NOT Required:

  • Providing emergency care for someone who is injured or in crisis.
    • Including the administration of needle/intramuscular naloxone.
  • Licensed medical profesionals working  at other City of Phoenix permitted events.
  • Administering or distributing intranasal naloxone.
  • Formal or informal gatherings or events such as celebrations, weddings, and meals with family and friends.
  • Events not open to the general public or events to which the general public is not invited.
  • Distributing water or electrolyte beverages

Now Accepting Applications: Summer 2026 Allocation

The Parks and Recreation Department is now accepting Services Permit applications from May 7-May 21, 2026 for the Summer 2026 allocation period.

Services Permit Allocation Periods

 The City of Phoenix Parks and Recreation Department will accept Parks Services Permit Applications during the following allocation periods: 

  • Summer 2026: Applications open May 7-22, 2026 for events in June-August 2026. Applications may continue to be submitted on a rolling basis during the summer allocation period and will be evaluated for availability.
  • Fall 2026: Applications open June 1-June 19, 2026  for events in September-December 2026
  • Spring 2027: Applications open October 1-October 22, 2026 for events in January-May 2027

 

Additional Information

  • Only two Parks Services Permits per eligible park, per calendar month will be issued. 
  • Parks Services Permits are available for a three-hour time frame: 30 minutes for set up, 2 hours for the services event, and 30 minutes for tear-down

Application Steps

  1. Review Eligible Parks Sites 
  2. Email a complete Services Permit Application to the Parks and Recreation Department's Director's Office: pks.servicespermit@phoenix.gov
  3. Provide all required documentation (i.e. Food Handlers Certificate, medical licensure, indemnification, insurance, etc.)
  4. Applications are then reviewed by the Director's Office for compliance with Phoenix City Code 24-45 and the Parks Code of Conduct.
  5. The Director's Office will notify you of the status of your Services Permit request.
