OAT Director Recruitment

The City of Phoenix is conducting a national search to find highly qualified candidates for the position of Director of the Office of Accountability and Transparency (OAT). The OAT Director is an Executive position within the City of Phoenix and directly reports to a Deputy City Manager. The Director is responsible for leading the agency's oversight and accountability functions regarding sworn personnel in the Phoenix Police Department. This role requires a proactive approach to managing monitoring reports, resident complaints, and policy review to maintain integrity, transparency, and accountability within the Phoenix Police Department. In this role, the Director must have significant legal, investigative, human resources, and law enforcement oversight or prosecutorial experience.

Recruitment Timeline

City of Phoenix retained an executive search firm to conduct a national search for Director candidates. Community member listening sessions were held to gather input from business and community leaders, neighborhood groups, and other key stakeholders on what they think are important characteristics of the new OAT Director.  

November 2024: National recruitment begins.  

February 2025: Semi-finalist interviews will be conducted.

February 2025: Finalists, including names, photographs, and short biographies, will be announced publicly.​

​February 2025: Finalist interviews.

March 2025: New OAT Director announced.    ​

About the Office​

Established by the City Council in May 2021, the Office of Accountability and Transparency (OAT) is the agency created by the City of Phoenix to provide civilian oversight of administrative investigations of misconduct allegations against members of the Phoenix Police Department, and to receive community feedback regarding complaints, commendations, concerns and/or other comments about policing in Phoenix. 

OAT’s initial responsibilities will include:

  • Monitoring administrative investigations of critical incidents involving Phoenix Police Department personnel; Conducting outreach within the Phoenix community through meetings, public presentations and communication via social media; 

  • Providing annual public reports about OAT’s work and operations;

  • Facilitating mediation of community complaints to OAT;

  • Referring community complaints and/or commendations to the PPD for administrative investigation.
