The City of Phoenix developed the 2021 Climate Action Plan (CAP), which will serve as a long-term plan to reduce greenhouse gas emissions from local operations and community activities as well as prepare for the impacts of climate change.

2025 Climate Action Plan Update in progress
The City of Phoenix will be hosting a series of workshops to develop climate solutions for the Phoenix 2025 Climate Action Plan update. Each topic will have one in person and one virtual workshop, with Spanish interpretation provided at each.

Phoenix 2024 Climate Action Plan Progress Report
The 2024 Climate Action Plan Progress Report is now available. The report details actions and progress since the 2021 Climate Action Plan was approved by City Council. This report provides an interim update of near-term actions and mid-and long-term actions. A full update to the Climate Action Plan including emissions modeling, and additional community engagement will be done by the end of 2025.

GHG Inventories
To measure progress, the City recently completed two reports: the City of Phoenix 2022 Local Government Operations Greenhouse Gas Emissions Inventory Report; and the 2022 Community-Scale Greenhouse Gas Emissions Inventory Report.
These reports present the status of the City's progress toward meeting its current greenhouse gas reduction targets of 40 percent by 2025 (City operations) and 50 percent by 2030 (community-wide).

ESG Dashboard
Phoenix released its Environmental, Social, and Governance (ESG) dashboard. ESG refers to three measurement areas representing both opportunities and potential risks to a community's sustainability and financial wellbeing.
Investors and other financial-types are looking for this type of information as part of their analysis in identifying risks associated with ESG. This reporting also assists investors in determining resilient effects of climate change.
Environmental factors include, carbon emissions, water management, waste and energy. Social factors can include community relations and statistics such as education rates. Governance can include information on debt management, audits, and budgets.


In January 2020, the City of Phoenix became a member of C40 Cities. C40 Cities is a network of 94 cities worldwide committed to exhibiting leadership in tackling climate change to increase the environmental and economic wellbeing of its residents.

2050 Sustainability Goals
In 2016 Phoenix City Council adopted 2050 Environmental Sustainability goals that articulate the community's desired long term environmental outcomes that would fulfill the General Plan aspirations of a Sustainable Desert City.
Waste: Create zero waste through participation in the Circular Economy
Water Stewardship: Maintain a clean and reliable 100-year supply of water
Building & Land Use: Reduce community carbon pollution by 80%-90% with the longer term 2060 goals of becoming a carbon-neutral city
Parks, Preserves, and Open Spaces: All residents live within a five-minute walk of a park or open space
Clean Air: Achieve a level of air quality that is healthy for humans and the natural environment
Local Food Systems: Maintain a sustainable, healthy, equitable, thriving local food system

Global Covenant of Mayors for Climate and Energy
Phoenix has been awarded four badges from the Global Covenant of Mayors for Climate and Energy (GCoM) for committing to GCoM and taking steps to accomplish our Mitigation, Adaptation and Energy goals. Cities committing to GCoM agree to advance climate action in three key areas: Mitigation-reducing greenhouse gas emissions, Adaptation-identifying – and adapting to – the risks associated with climate change, and Access to Energy-increasing access to clean and affordable energy.
