Alleys in Phoenix currently serve as access points for utility companies and solid waste services. However, through the years, some alleys have been the sight for criminal activities, such as illegal dumping and trespassing. In 2022, after a successful pilot program, City Council approved the gated Alley Program as a permanent city function, with an allocated budget from the City's general funds, to help deter crime and blight in neighborhoods. The program is a resident-driven process that requires an alley captain and trhe consent of property owners whose properties are adjacent to the alley to be gated.

Eligibility Criteria for the Gated Alley Program
Before submitting a request, please make sure the neighborhood alley meets the following criteria.
The alley:
- Must be a City of Phoenix-owned alley. The program cannot gate alleys in a private property or private property with easements.
- Must have a permanent, sound fencing at least 5 feet in height along the length of the enitre alley. Having temporary fencing on any portion of the alley is not eligible for the program.
- Must currently have limited vehicle access and use, and any properties with parking accessed from the alley must sign the petition to gate the alley as proof of consent.
- Must not have parking for multi-family housing.
- Must not be used for commercial solid waste collection or commercial operations, such as deliveries.
- If currently used for residential solid waste collection by Phoenix Public Works Department, solid waste pickup must be able to transition to curbside services per Public Works' review.
