The Procurement Division is dedicated to upholding the City's standards for courtesy, fairness, impartiality and integrity. We adhere to the ethical guidelines established by the Institute for Supply Management, the National Institute of Governmental Purchasing, and the City of Phoenix.
The City Code, Chapter 43 Procurement, establishes the legal authority for the operation of the Finance Procurement Department, Phoenix City Code, and State laws.
What We Do:
- Complete procurements in accordance with Procurement Code Chapter 43 and applicable regulations and requirements.
- Create contracts resulting from procurements.
- Perform contract administration on executed contracts and provide oversight.
- Provide procurement training and policy and technical guidance applicable to procurement and contract administration.
City of Phoenix Procurement Portal
The City of Phoenix uses a Procurement Portal powered by OpenGov for publishing solicitations and receiving vendor offers. The City’s Procurement Portal allows vendors to:
- Register to bid and receive notifications of upcoming opportunities by subscribing.
- Follow updates to open solicitations by locating the solicitation and clicking the “Follow” button.
- Navigate the electronic submission process with clear, step-by-step guidance.
