    Preserving Multi-Family Rental Housing

    The City of Phoenix promotes and preserves the health, safety, and affordability of its rental housing by developing partnerships and programs that enable stakeholders from the public and private sectors to work together to achieve their common goals.

    Program Benefits

    The Neighborhood Services Department is committed to supporting the rehabilitation of existing affordable housing, especially for low- and moderate-income residents and families in specific Target Areas.  

    Property owners can use these funds for the following kinds of repairs:

    • Exterior facade improvements
    • Landscaping
    • Safety enhancements
    • Repairs to structural systems
    • Energy efficiency upgrades

    • ​​​​​​​​Own a multi-family property in Phoenix?
    • ​​​​​​​​​​​​​​​​​​Want to maintain the health, safety, and affordability of your rental units?​ 
    • ​​​​​​​Have low- and moderate-income tenants?
    • You may receive up to $40,000 per unit, or $400,000 per property.
    • ​​​​​Eligible properties have a maximum of 24 units, and are located in city of Phoenix Target Areas.
    • ​​​​​Applications are reviewed and approved for funding on a monthly basis.

    ​​Target Area​s

    The Rental Rehabilitation Program will address the preservation and affordability of multi-family housing in the following Target Areas.  Program participation is limited to residents who own property within the following boundaries of each Council District.

    Council District 1

    • Cactus Wren neighborhood between Dunlap Ave. and the Canal, from 43rd Ave. to 35th Ave.​

    Council District 3

    • Sunnyslope neighborhood between Cactus Rd. and Northern Ave., from 19th Ave. to 16th St.

     

    Council District 5

    • West Phoenix Revitalization Area between Olive Ave. and Van Buren St., from 99th Ave. to 19th Ave.

    Council District 7

    • South Central Light Rail extension area between the Salt Lake River Bottom and Broadway Rd., from 7th Ave. to 7th St. 
    • Government Mall between Fillmore St. and Harrison St., from 19th Ave. to 7th Ave.
    • Si Se Puede neighborhood between Roosevelt St. and Fillmore St., from 75th Ave. to 59th Ave.

    Council District 2

    • Palomino neighborhood between Bell Rd. and Greenway Pkwy., from 19th Ave. to 16th St.
    • Area #2 between Bell Road and Union Hills Dr., from Cave Creek Rd. to 32nd St.​

    Council District 4

    • Westwood neighborhood generally bound by Camelback Rd. on the north, Indian School Rd. on the south, 19th Ave. on the east and the I-17 freeway.

    Council District 6

    • Area #1 between Indian School Rd. and Osborn Rd., from 40th St. to 32nd St.
    • Area #2 between Thomas Rd. and McDowell Rd., from 46​th St. to 52nd St.​

    Council District 8

    • ​Garfield neighborhood between the I-10 Papago Freeway and Van Buren St., from 7th St. to 16th St.
    • Choice neighborhood between Van Buren St. and the railroad tracks, from 16th St. to 24th St.
    • South Phoenix Village between the Salt River Bottom ​and Roes​er Rd., from 24th St. to 32nd St.
