Mobility Area Description
Much of the Eastlake/Garfield Neighborhood Mobility Area is becoming an important gateway to downtown Phoenix. It is home to a thriving art and dining culture, and historically has been represented by the African-American community. There are several large public housing projects and rehabilitation facilities in the Area: Luke Krohn, Sidney P. Osborn, Hope House, and Washington Manor. St. Luke’s Medical Center occupies a significant portion of the east side of the Area.
Several years ago, the City conducted a large-scale community visioning and planning process called Reinvent Phoenix and one of the primary focus areas included Area neighborhoods. Two pedestrian-bicycle bridges span the Loop 202 at 10th Street and 18th Street, providing important connections to McDowell Road and Uptown Phoenix. There are six parks: Edison, Hochani, Sohu, Kana, Eastlake, and Verde. Six schools serve the Area: Edison, Garfield, E-Academie, Booker T. Washington Child Development Center, Augustus Shaw, and Faith North. The City of Phoenix Housing Department received a $1-2 million U.S. HUD 'Choice Neighborhoods' grant to revitalize the neighborhoods.
