In 2013, the Phoenix City Council created the Mayor's Human Trafficking Task Force, championed and chaired by Councilman Jim Waring.

The Compass Plan

The City of Phoenix adopted and implemented a roadmap called "The Compass Plan" to combat human trafficking, which focuses on four key areas:
- Law Enforcement
- Victim Services
- Training
- Awareness and Outreach
City of Phoenix Efforts to Serve Victims of Trafficking
In 2016, the Human Services Department's Family Advocacy Center partnered with the Phoenix Police Department's Human Exploitation and Trafficking (HEAT) Unit to provide a Human Trafficking Victim Advocate fully-embedded within the HEAT Unit. The Human Trafficking Victim Advocate is able to offer supportive services to any suspected survivor of human trafficking.
In November 2017, the Phoenix Housing Department opened the Phoenix Starfish Place, a permanent supportive housing for women who have experienced sex trafficking and their children.
