The Phoenix Building Construction Code states that all work performed on plumbing and mechanical systems where a permit is required must be performed by a licensed Journeyman or by an Apprentice. A Journeyman license is valid for three years and an Apprentice license is valid for one year.
Journeyman and Apprentice Licensing
Apprentice
- An examination is not required if applying for an apprentice license with the City of Phoenix.
- All applicants must provide employment confirmation by supplying a statement on company letterhead signed by a company official, verifying that the applicant is currently employed to perform the duties of an apprentice, i.e., Plumber, Mechanical, or Gas Fitter. This letter must be notarized.
- All applicants must show a valid form of photo identification (driver's license, passport, bank card with picture, etc.). If a valid form of photo identification is not provided the applicant will not be issued an apprentice license.
- Complete a license application and submit it with your fee to:
- Planning & Development Department, 438 W. Adams St., Phoenix, AZ 85003
- Your license will be mailed in approximately three to five business days.
- Apprentice licenses are valid for one year. If the license is renewed before it expires, a notarized letter is not required.
- An Apprentice must work under the supervision of a licensed Journeyman or Arizona State licensed contractor at all times work is being performed.
Journeyman
- Before applying for a Journeyman license with the City of Phoenix, an examination is required. Exams are offered by several organizations. See the Journeyman Brochure for a list of organizations and contact information.
- Applicants must provide evidence of at least four years of experience related to the test being requested. Experience may be verified by one of the following means:
- A United Association Journeyman Plumber, Fitter, Refrigeration Fitter Union Card or a Sheet Metal Worker's Union Card.
- A statement on company letterhead, signed by a company official, stating the candidate for a Journeyman license has at least four years of experience in the trade for which licensing is requested. This letter must be notarized.
- Complete a license application and submit it with your fee to:
- Planning & Development Department, 438 W. Adams St., Phoenix, AZ 85003
- All applicants must show a valid form of photo identification (driver's license, passport, bank card with picture, etc.). If a valid form of photo identification is not provided the applicant will not be issued a Journeyman license.
- Provide documentation of having passed a Journeyman exam from one of the approved testing locations.
- Fees paid for Journeyman licenses are non-refundable and non-transferable.
