    Let Your Voice Be Heard: 2025-2029 Consolidated Plan

    What is the 2025-29 Consolidated​ Plan? 

    Every five years, the City of Phoenix partners with the community to develop a strategic Consolidated Plan. The plan defines strategies to address housing, community development needs, and current market conditions in order for the City of Phoenix to make informed decisions on an estimated $130​​​ million in HUD grant funding.  Grants include the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Solutions Grant (ESG).

    This plan outlines how the City will invest nearly $130 million in federal funds, over the next five years, to strengthen communities and enhance neighborhoods!  

    Grant money from our four main HUD programs fund services within Phoenix's Housing, Human Services, Neighborhood Services departments, and Office of Homeless Solutions.

    Based on your feedback we have compiled, we have a draft of the 5-year (2025-2029) Consolidated Plan, which will include the Annual Action Plan for 2025-2026, ready for your review from April 4 to May 9, 2025.

    Your comments on the draft 5-year Consolidated Plan will:

    · Help Prioritize decisions for federally-funded programs.

    · Share the development needs in your community.

    · Make a difference for affordable housing.

    Language Access Plan

    The Neighborhood Services Department (NSD) has a Language Access Plan that allows those with limited English proficiency to get needed translation assistance. Through NSD's Language Access Plan, interpreters are available in several languages including Spanish, Arabic, Croatian, Greek, Hindi, Swahili, Mandarin, Vietnamese and many more.
