Previous General Plans

A General Plan provides the vision and policies that determine how a city will grow and develop. The Phoenix General Plan is the long-range guide for the city, and addresses issues such as energy, housing, neighborhoods, public facilities, natural resources, transportation and land use. Arizona State Statutes require that this plan be updated and/or readopted every ten years by a public vote.
General Plan 2015
The Phoenix City Council adopted an updated General Plan on March 4, 2015 and referred the General Plan to the August 25 ballot. Phoenix residents approved the updated General Plan with more than 76% of the votes in support. Please see the links below to review the 2015 Phoenix General Plan.
