Council District 1

Johnny Mendoza started his career with the City of Phoenix in 2005 with Neighborhood Services. Throughout his career with NSD, he has been able to expand his knowledge about city services, programs, and opportunities for Phoenix residents.  Now as the main contact for Council District 1, he is eager to continue to build relationships with residents and businesses, and be that bridge that connects them to resources and programs provided by their local government. Johnny is a board member with City of Phoenix Municipal Employees Association (COPMEA), responsible for organizing large social events, trips, workshops, etc., that improve employee relations.

Council District 2   

E. Mari Herre​ra-Daniels has more than 25 years of community relations and constituent services experience. She specializes in bringing stakeholders together for positive resolutions toward a more vibrant and engaged community.  E. Mari's service area includes north Phoenix where she supports resident groups and business alliances in creating thriving neighborhoods and business corridors. She holds a Bachelorette of Arts degree from the University of Arizona and has several certifications in Non-Profit Management. She has called Arizona home for the past 33 years and still marvels at the beauty it has to offer. She enjoys spending time with her family, growing indoor plants, following current events, and volunteering on projects that create diversity and inclusion for individuals with special medical needs.

Krista Roy is a Bostonian, who has become a permanent presence in District 3-Sunnyslope area. She has been with Neighborhood Services since 2017, happily serving D3 residents and businesses. She has a knack for anticipating neighborhoods' needs and determining a strategy to assist neighborhood groups in finding resolution. She helped bring to life Sunnyslope's annual signature spring events--Slope Fest in the spring, followed by the Slope Holiday Market and Parade during the winter season. Krista's degree from Suffolk University is in International Affairs, which she is successfully using but on a more local level.

 ​Council District 4

Malisssa Larson is a northern Arizona native, and long-time central Phoenix resident. She has been an impactful nonprofit and resident servant leader for nearly three decades, collaborating with a wide range of stakeholders on various programs and initiatives. As the main contact for District 4 residents, she is excited to assist in strengthening relationships and partnerships between residents, business owners, elected officials and city employees to develop and maintain neighborhoods that reflect the city’s diverse population. According to her, Neighborhood Specialists are in a unique position to seamlessly connect the principles of urban planning and neighborhood development. ​

Yolanda Osorio is a long-time West Phoenix resident, who started her career with the City of Phoenix' Street Transportation Department in 2002 and then worked for the Public Works Department in 2018. In 2023,  she accepted a position as a Neighborhood Specialist in NSD, where she fully utilizes her collaborative experiences with other city departments, Federal, State, and local government agencies. As the Specialist serving D5, she is excited to foster new relationships with residents, business owners, elected officials, and city employees to develop and maintain neighborhoods that reflect the diversity of Phoenix.  On her free time, she takes care of her grandmother, enjoys reading and family time.

Council District 6

Prior to joining NSD as a Neighborhood Specialist, Doug Mings served as the Director of Community Relations to former Phoenix mayor, Greg Stanton, from 2014 to 2018. Doug has also worked on local, political campaigns. He is happy to continue to serve the residents and businesses in D6, where he has developed great relationships with neighborhood leaders, local business owners, and nonprofit agencies. Doug enjoys spending time with his two little ones, and taking trips with his famiily.

Council District 7 

Frank Ramirez has served the City of Phoenix for nearly two decades. He joined NSD as a Neighborhood Preservation Inspector I, a position that allowed him to expand his knowledge and experiences in code compliance, abatement demolition, and in structured sober living inspections. Frank promoted to Neighborhood Preservation Supervisor, leading a team responsible for reducing blight in South Phoenix neighborhoods. Now as the Neighborhood Specialist and main contact for Doctrict 7, this Arizona sports fan is eager to continue to build his relationships with District 7 residents​.

 Council District 8

Sonja Flippin started her career with the City of Phoenix in 2001 in NSD's Preservation Division, but has also has worked for other city departments including Police, Aviation, Housing, and the City Prosecutor's Office. She has a passion for helping others and connecting people and ideas that will positively impact and contribute to building more inclusive and stronger communities.  Outside of work, she enjoys spending time with family and friends, traveling, and trying out new brunch spots.​

Focus Areas Specialists

​ Rosie Espinoza's  career with the City of Phoenix began in 2022. She grew up in the Maryvale area, and is grateful for Maryvale's diversity and the residents' love for community and family. As a Focus Area Specilaist, she is closely involved  with several neighbrohood groups in portions of Disctr​icts 4, 5 and 7, working on grant-funded projects, facilitating the Maryvale Youth Leadership group, and supporting neighborhoods on their community events and community development.

Fernando Felix is actively working with neighborhood and business groups in Central City to revitalize and re-brand areas previously known for its homeless population. He also serves in an advisory council that provides guidance on housing, safety and economic growth in the South Phoenix area.
