Phoenix 2025-2029 Consolidated Plan Feedback
What is the 2025-2029 Consolidated Plan?
Every five years, the city of Phoenix partners with the community to develop a strategic Consolidated Plan.
The plan defines strategies to address housing, community development needs, and current market conditions in order for the city of Phoenix to make informed decisions on an estimated $130million in federal HUD grant funding over the next five years. Grants include the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and the Emergency Solutions Grant (ESG).
This plan outlines how the city will invest nearly $130 million in federal funds, over the next five years, to strengthen communities and enhance neighborhoods.
Grant money from the four main HUD programs fund services within Phoenix's Housing Department, Human Services Department, Office of Homeless Solutions, and the Neighborhood Services Department.
